Mentioning e-mail not send for too long comments

It seems that when mentioning someone with the "@mention" notation the email is not being sent to the mentioned person if the comment is too long (420 characters + mention is sent, 450 characters + mention is not sent).

The issue happens even when there is only one mention, so it is not connected with the issue dealing with multiple mentions.

If the fix is hard to do there should at least be a warning message displayed that he mail will not be sent to the mentioned person. Currently it seems as if everything works fine even if it does not.

I have teseted on my side,  it works well.

I add comment with the "@mention" and 450 characters + in the comment. then add this user into subscription and click run now, but that user still get the subscription mail.

please try it again and also share your Repro Steps.

I ran several other tests and got the same results. My test which did not get through was e.g.

Maybe it is also dependant on the length of the mentioned name so you might need to prepend it with more characters. Does it work even when you use e.g. 500 characters?

"Admin" still could get the subscription mail.

The test you used had 450 characters + Admin reference. As the Admin reference is quite shorter that the one I used, could you test it also with e.g. 480 characters + the reference?
