Please consider providing more details about this issue, like

1. the senario when this issue happened,
2. whether it works in Power BI Desktop and Power BI Service previously,
3. whether you are the creator of the report with the map visual
4. which type of map you have used in this issue

In addition, if you have access to Admin portal in Power BI Service, you can check the below options which may be disabled, if have no access, you can consider contacting your administrator to check it.

I found those settings and modified them to be ON. Still the same issue.
