Issue for users to READ App or REPORT PowerBI

Despite the users in my organisation to have a PowerBI FREE licence active, despite my PowerBI report being hosted into a PREMIUM workspace, they cannot READ the APP.

They also cannot read the REPORT embedded into a SharePoint.

If they take a PowerBI PRO licence, then they get access to the APP and REPORT, but it is normally NOT required to have a PRO licence to READ an App or Report

if the workspace is Premium per user?

if so, free users couldn't get it, they need Premium per user licence too.
