Issue: Wrong Moscow UTC Timezone

Where:

* app.powerbi.com

* Settings -> Dataset -> Scheduled Refresh -> Time zone -> Moscow

Description:

* There is outdated timezone for Moscow

* Should be used UTC+3 instead UTC+4.
