Interaction between visuals doesn't interact how it should interact

I've set my the interaction of my visuals to Higlighting. But sometimes it doesn't highlight, but it filters. I can't find a pattern in this.

If I select year 2017 or different year the highlighting does work. What happends here?

I have tested on my side, but not reproduce the issue.

from the screenshot, i think there should be something wrong with the measure in second bar visual, could you please share your sample pbix file for us have a test, that will be a great help.

Thank you for your response. Unfortunaly I can't share this Power BI.

I also try to reproduce the issue in a diffrent PBI, but not with luck till now.

When i do, how can I share the pbi?
