Guest accounts can not upload pbix to workspace despite having member access

It seems as though Azure B2B Guest account that have member/contributor access to a workspace on Power BI Premium capacity can not upload anything to a workspace.

Upon clicking '+ New' and upload a file. It just does nothing.

I have tested with guest account and tenant account. The tenant account works fine.

Is anybody else having similar issues?

I have tested on my side, it works well.

guest account also need pro licence,

and make sure that you enable allow external guest users to edit and manage content in the organization for guest account
