Foreign Keys in Fact table disappearing after Scheduled Refresh

I have a Fact table with a foreign key that is related to a dimension table. In the desktop version of the dataset I can see that each row is populated with a foreign key value and when I publish the dataset to the service I can see those values in there, but as soon as the scheduled refresh finishes, those values disappear. 

Does anyone have any inkling what could be happening?

I have tested on my side, but not reproduce this problem.

try to refresh it in power bi desktop to see if it will disappear.

This is an isolated incident, it doesn't happen for all similarly structured tables. 

This has become really frustrating because all of a sudden an entire section of my data is unusable ONLY in the service. I have republished multiple times, deleted the table in question and recreated it, etc and nothing seems to help.
