1. For Entering Comments using Commentary Feature via the Power App visual Integration in PBI do the user require PBI Pro License?

 

2. Also for Viewing Comments using Commentary Feature via the Power App visual Integration in PBI do the user require PBI Pro License?

According to the official document, you need a Pro license to add comments to your content including report visual except your report workspace is resided in a Premium capacity.

Similarly, to view these comments, you need have fulfilled the requirements to view the report/dashboard firstly, so Pro license or Premium capacity is needed.
