@tmaccurdy,

I have no issues importing data from Excel file into Power BI Service. In your scenario, please ensure that you transform the data in your Excel file into table fomat as shown below. Then import data again to Power BI Service.

In addition, you can use Excel connector in Power BI Desktop to connect to Excel files, create report in Power  BI Desktop and publish the report to Power BI Service.
