THE PROBLEM
Municipalities are located incorrect in ArcGIS for Power BI:
1) Some municipalities are one on the top of other:

2) "Vilniaus m. sav." municipality has incorrect place:

For location please use the field "Savivaldybe".
Location Type = Boundaries

What exactly should be municipalities names to locate them correctly? We tried different names but it did not help.

Based on my test, "Vilniaus m. sav" display fine in Arcgis map. See:

In your scenario, please try to run the latest Power BI desktop version 2.49.4831.521 as ours. Download our test report from here and publish it to Power BI service to see if "Vilniaus m. sav" displays fine.

Now Vilnius m. sav. displays fine, but still does not dispays correct these: 

Kaunas raj. sav.

Marijampolės m. sav.

Mažeikių raj. sav.

Trakų raj. sav.

Šiaulių m. sav.
