Discrepancy in PowerBi Service & PowerBi Desktop Map

I am having an odd issue with a filled map on my workspace Powerbi report. The below screenshot is a filled map from my workspace service report in which multiple states are visually missing (but whose data can be individually filtered to)

Below is my powerbi desktop version of the file.

Why is there this discrepancy? I've tried:

  1. re-publishing/replacing service file
  2. renaming desktop file and publishing as new file
  3. changing the desktop State's data category to Uncategorized, State or Province, and Place
  4. Deleted published version on powerbi service and used renamed desktop file
  5. removed all slicers and republished 

    Also, it was previously working previously, but when trying to access the dashboard recently the filled map visualizations are out of wack. I have no ideas on potential solutions any clue on how to remedy? its an annoying issue

Filled Map visual is the issue, normal Maps work fine but are not what is preferred visually

Based on the above information, this issue may need a feedback from PG team. Since community support engineers don't have that access, I would suggest opening a Support Ticket. If you are a Power BI Pro or Fabric licensee, you can create a support ticket for free and a dedicated Microsoft engineer will come to solve the problem for you. 
It would be great if you continue to share in this issue to help others with similar problems after you know the root cause or solution.
