Wanted to note that I noticed that the PBI desktop performance have been very bad lately after the last update. I have noticed that when I am designing a report in desktop linking to an Excel on my OneDrive, the report sometimes either freezes or slows down. When viewed on Task Manager, I notice that the application would be using near 100% of memory, and from what I can, it had 8-17 additional WebView2 subtasks running.

You can try to use Performance Analyzer to check the report performance in Power BI Desktop.
See: Use Performance Analyzer to examine report element performance
In addition, since it had 8-17 additional WebView2 subtasks, you can try to disable Power BI Desktop infrastructure update option in Options settings and restart Power BI Desktop to check it again.
