Deployment rules cannot be applied to org apps (documentation says they can)

According to the documentation:

 you can use deployment rules to customize the org app

However, testing the new org apps, I don't see any option to create deployment rules to customize the org app (i.e. the app icon, or theme color)

A few months later, the situation has not changed. The docs say that org apps can be customized via deployment rules, however there is no actual option in the deployment rules to do so. Is this a bug or a future feature that got released to the documentation ahead of time?
