Datasets sharing error: Email addresses could not be validated

Trying to add users but no luck:

One or more email addresses could not be validated

emailadresses are correctly spelled

May I confirm several questions to narrow down this issue:

1 Are these users in your organization or external guest users? 

2 When you adding this users, will they be listed in the choose list?

3 If you share report or other datasets with these users, with they be validated successfully?
