The workspace is "Permium Per User"

I am getting the same error, while opening the downloaded PBIX file in desktop.

This operation is not allowed, as the database 'XXXXXXXXXXXXXXXXXXX' is in a blocked state.

Redolved. Reinstall PBI desktop.
