I saw an old issue for this, but this is new behavior for us.
Report and dashboard in web view are fine. Dashboard in phone view has been fine and no changes were made to source report or dashboard in the past couple of months. Today main user of this dashboard noticed only the top few bars of bar chart (the only thing on this dashboard) are visible. I checked and saw the same thing on my phone. Phone view in dashboard layout on web browser looked correct.
I deleted the existing phone view and recreated it. Corrected sizing. Still no difference looking on phone, iOS and Android.
Clicking through dashboard to report on phone shows source tile perfectly sized in the report. I have advised user to click through this way for now - but we need the dashboard working appropriately in the first place.
PBI Service is US gov tenant.
