I get the above error when my user in Finland fetchs the content pack and try to run the report. All visuals are displays with a cross.

What is the data source of the content pack? If it is on-premises data source, the user needs a data gateway to load the data.

The data source is a tabular model in a MS SQL server. The user is included in the role in the model and also in the gateway. There are many other users using the same report with similar access rights, none of them has this problem. All users including this one with this problem have PRO license so this is not an issue.

I suggest you to create a support ticket at http://support.powerbi.com (see bottom of page). They can help to look into the internal log according to the Activity/Request ID to get the root cause.
