Connect to a Power BI semantic model from Excel is NO longer working for users with Build permission

In August 2023, users with the following permissions/license were able to access a Power BI semantic model from inside Excel, but this no longer works:

  • Build permissions to semantic model via App Build.
  • Permissions to the 'Users can work with Power BI semantic models in Excel using a live connection' tenant setting.
  • Fabric (free) license using a Power BI Premium capacity.

Such users are still able to do the following:

  • Export > Analyze in Excel, via App, datasets made available to user via App Build.
  • Export > Analyze in Excel, via Workspace, datasets made available to user via App Build.

App Build:

Has something changed or is this normal behaviour now?

Thanks!
