When using conditional formatting by Rule the default settings are set to 0 and percent. For people it's unclear that they can choose to delete the zero so you will get Minimum/Maximum. I think it's better to set the default to Minimum/Maximum and type number.
Bug: When setting 'is greater than or equal' to Minimum and type to number the settings will be saved. But by reopening the settings (Advanced controls) the settings are reset to 0 and Percent.
