Cannot load model

We have created a simple report based on Excel data that is stored on a sharepoint and updated on a weekly basis.

We didn't implemented RLS for this report because everybody is allowed to see everything.

Some of the users have only "viewer" rights on the space where the report is published in PowerBI service. These users are seeing Errors like "Cannot load model - Please try again later or contact support" since a few weeks.

When I'm upgrading their rights on this space to "Administrator" they aren't experiencing this issue anymore and can see the report. They are able to view the report when I'm lowering their rights to "Viewer" again till the next data refresh.

Did anyone had seen such issues and can help me here?

Upgrading the rights to "Administrator" permanently is not an option because there are other reports with RLS (on different data sets) that will not work in that case.

You may check if user has access to dataset.

Thanks @v-chuncz-msft all users are listed under "Direct access" but they have only "Viewer" role assigned

We have the same issue since yesterday. Users are not able to run reports with viewer access on dataset. Please Help!!!!!
