When trying to add service pricipals (app ids) via admin portal: https://app.powerbi.com/admin-portal/workspaces?
It does not allow you to do so, only emails are allowed.
However, if you go into a workspace and try to add the service principal (app id) using this method, then it works.
You must be a registered user to add a comment. If you've already registered, sign in. Otherwise, register and sign in.

There’s an existing ICM for this issue(ICM 316794490). The product group has received this bug and they will address it. Currently, they don't provide expected available fix time for this issue and please use workspace Access page to add the group to the workspace as workaround.
