Cannot Publish Power BI Report in content pack

I am only able to publish a dataset once I publish a report.  The report name does not show up in my content pack once I select the dataset.

It appears as though I need to log out of the application and then log back in for me to see the report to select when publishing.

Not sure I got your point. Do you mean after publishing the report from desktop to Power BI service, when creating a content pack, selecting a dataset doesn't have report select? 

When creating a organizational content pack, selecting a report will have it's related dataset selected, but vice versa is not.
