I have found a bug with bookmark navigator which means I cannot use the feature. The attached .pbix contains one bookmark navigator, two squares and a reset button.
The default state on page open is as follows with only the red square showing and the Show Red button in the bookmark navigator selected. The reset button has an action which is a bookmark for this state.
Clicking Show Blue will hide the red square and show the blue square as shown below. Note the bookmark navigator has the Show Blue button selected.
Clicking Reset should return the whole page to the initial default state. However, the red square is shown which is correct but the bookmark navigator still shows the Show Blue selection and there is no way to remember the selection with a bookmark.

According to the reply from the product group, if you would like to achieve the desired behavior, you should set the “None” bookmark as the “deselection bookmark”. This option is under the “Bookmark” card in the Format Pane. This is a consequence of the behavior change announced in the April 2022 Desktop blog post, see "Bookmark navigator now shows last selected bookmark per group", although the functionality surrounding deselection bookmarks has not changed.
