BUG - Modern Tooltip Not Working

I have the "Allow use as tooltip" slider turned on and have the settings on the visual set to the page and the tooltip is showing properly in desktop but only shows a black square in service. I checked my settings in File > Options > Preview and have modern tooltips turned on in both globally and current report. I am using Chrome but have also tested it in Edge and am getting the same results.

Unfortunately, I tried to reproduce your problem but failed
Do you have problems in Power BI Service while trying the following feature?

In Power BI Desktop:

When in Power BI Service, show normal

This is my test Power BI Service /Desktop version

It cannot be ruled out that it is an issue in Power BI Service, can you please provide more detailed information including your Power BI Service version , data region and client version .
