problems sharing block

I have a power app that uses the power blocks bi, but I share the block and anyone who uses the application can not see the block even though it has pro bi and bi license pro

Would you please clarify the "power app that uses the power blocks bi"? Does it mean the a Power BI app published from a app workspace?
