dashboard doesn't refresh (partly)

When I upload new data (Excel) on powerbi desktop and publish the report, all data in the report in powerbi web is refreshed.

However when I go to the dashboard all numbers on the dashboard (YTD turnover, YTD margin etc) is refreshed, but the graphs with the monthly turnover and monthly margin for 2017 are not refreshed.

What may be the problem here?

How about the result if you click "Refresh dashboard tiles" in the ellipsis menu? You can also try to delete these two tiles from the dashboard, then re-pin them from the reports which can be refreshed automatically.
