We have many reports with email subscriptions setup, which are valid and began in Jan 2022 and go thru Jan 2023. So the date effectivity should not be an issue. They are also in the active state.
However, the subscriptions did not trigger emails at their scheduled date/time, we are hearing from more users that are affected within our company and suspect this is not a one-off. We did recently upgrade from Pro per user to Premium per user.

A subscription will end if the Power BI Pro or Premium Per User (PPU) license expires, the report or dashboard is deleted by the owner, or the user account used to create the subscription is deleted.
If you aren't receiving the subscription emails, ensure that your User Principal Name (UPN) can receive emails.
You mentioned the issue of licenses, which are two completely different licenses that you had to re-subscribe to.
