Using Power BI service without Office 365 on Development

Hi,

An Azure Production environment with E5 licence Office 365 is separated from an Development environment, each environment is running it's own Azure AD. Only Production is running Office 365. Office 365 is not available on Development. Development is not connected to Production. Would it possible to run Power BI PRO with Premium Capacity on Development?

I am not clear about your requirement. What specific Power BI feature do you want to use in Development? You are able to share report/dashboard from production to development. However, it is not possible to use premium capacity in development.

In addition, Power BI uses Azure Active Directory (AAD) to authenticate users who log in to the Power BI service, you can sign up Power BI Service using the AAD account of dev environment.

The high-level architecture below shows the requirement of having Office 365 only once in Production and having Development isolated from Production each with its own Azure AD and its own Power BI Premium Capacity. Would it work?

It works. Using embed tokens with PRO licenses are intended for development testing, so the number of embed tokens a Power BI master account or service principal can generate is limited. A dedicated capacity requires embedding in a production environment.

Thanks for reply. The scenario with devolpment and production refers to the same organization. Would it be best practice using embed tokens? Or would it be possible to run a subsription at the Office 365 on Production to have the environments isolated through Azure AD on Devlopment? It is not wanted to have Office 365 On Azure Devolpment.

Yes, what other type of token do you want to use except embed tokens?

In addition, Power BI Service require Azure AD account to sign in. In your scenario, you would need to assign pro license to dev account in Office365 of development environment.
