Unable to update content pack unless changing dashboard

When I upload a pbix that replaces an existing dashboard, I have to change the dashboard first before it allows me to update the content pack.

It does not see any changes to report unless there is a change to the dashboard.

I cannot repro the same issue on my side. Please refer to following gif and let me know if there is any difference between our repro steps.
