Please consider providing more details about this issue:

1. The workspace type where these reports are in
2. The data sources and connection modes of these reports
3. Did this issue happen in this specific workspace or all workspaces in Power BI Service
4. Whether these reports could be refreshed successfully when try to republish to different workspaces
