Some values don't show up on visual level filters

Hello, I was trying to update the report by adding more rows in the table. However, some of the newly added values do not show up on the report level filters but on both page level and report level using the same field. Much appreciated if anyone has any insights to this issue. Thank you!

I have made a test but couldn't reproduce your issue, appended value can be shown in the page level filter on my side. Have you click "Refresh" button once you modify/add rows in your data source? 

In addtion, please make sure the power bi desktop is the latest version.
