Report viewer page navigation issue

I have a multi-page paginated report.  When it is displayed, you can use the page forward/back navgation buttons fine.  However, once you go to the last page, and then use the button or direct entry to jump back to the first page, all of the navigation buttons disable and you can no longer move to any page.

For example, in a 20 page repor:

Move forward one page at a time to page 20, then one page at a time back to 1 - no problem. 

Jump right to page 20 using the last page button, then jump back to 1 using the first page button - buttons are broken.

Move forward one page a time to 20, then jump back to 1 using the first page button - buttons are broken

Jump right to page 19 using page number, then jump back to 2, then click the first page button - buttons are OK

Jump right to page 19 using page number, then jump back to 1 using the first page button - buttons are broken

Jump right to page 20 using page number, then jump back to 1 using the page number - buttons are broken

This is very odd.  Anybody else having this issue?

It would be great to have more information.
1. what browser are you currently using and have you adjusted the resolution size of your browser?
2. does the problem only occur in specific reports or is it reproducible in other reports as well?

I had replicated the behavior in both Edge and Chrome.  I have changed both the scaling, and used both of my screens (running at different resolutions).  I have also replicated the behavior on other reports as well.

On one report, I adjusted the parameters so that I had a 5 page result, and it did not display the behavior.  Then, I re-ran it with different parameteres so it would have been more than 20 pages, and then the viewer did behave as I described - going one page at a time forward and back was ok, but use the buttons to jump from to then end and then back to front, and the report seems to forget it has more than one page.  The page nav buttons grey-out.
