Refresh now only works for user that configured the dataset

The past couple of days when users, other than the user that configured the dataset, clicks "Refresh now" it fails on datasets in Power BI Service. 

Datasource: Azure SQL Server, Authentication method: Basic.

End users use their own OAuth2 credentials: False.

Previously it has worked, such that all users with acces to the workspace could refresh the reports, and the connection was using the SQL Server Authentication.

We have never had the need to use a gateway for this.
