Power Query Window doesn't have focus

Some time ago there was a problem with the Power Query window hiding behind the Power BI window when in edit mode.  It is better than it was, but I now have a reproduceable case where it still does this.  Can this be fixed?

 

I have attached a zip file containing a video showing the problem as well as sample files to reproduce.
