Power BI Service not showing conditional formatting for a report

I have several reports that I have published to the Power BI Service that contain conditional formatting.  This reports have unicode characters (traffic lights) that have conditional font colour formatting.  When users view the reports from the Power BI Service, some are finding that the traffic light's are just black when they should be either of red, orange or green.  This appears to be most prevalent in Google Chrome and Edge.  Internet Explorer appears to be ok.  It doesn't appear to be a specific version of Chrome or Edge as some users with the exact same browser versions can in fact see the conditional formatting where some others just see the items in black (when they should be coloured).  It also doesn't appear to be network specific as we have tested this on multiple different networks and devices.  We require that the reports can be viewed through Google Chrome and Edge so we can't say to users just to use Internet Explorer.  I have attached a couple of screenshots showing the issue and alternatively what it should look like without the issue

Would you please create a report use some dummy data and share pbix file with us? You can upload pbix file to your OneDrive and post the share link here.
