Power BI Desktop 'Manage Roles' UI DAX error when filtering string containing comma

When creating a new Role and specifying a conditon such as 

i.e. [Answer] = "Location1, Location2 and Location3" the filtering does not apply in the model.

 

Switching to DAX Editor, and including double quatations around the string does not help and I get an error to say 'the object contains a character which is not allowed' because of the comma.
