Members of Distribution List cannot access Power BI app

We added a distribution list to the permissions for a Power BI app. We also added the same distribution list to a RLS role. User in the distribution list cannot access the Power BI app. The workspace is in a Premium capacity. If add add users individually, they are able to access the app.

Have you added the users in distribution list to the role in power bi service? For more details, please refer to doc below:

I added the group (not the individual users) to the role as well as the permissions. The distribution group is not in Exchange Online. Does that make a difference?

You can add a member to the role by typing in the email address, or name, of the user, security group or distribution list you want to add. 

 

So there should be something else which cause this issue. Are all the users in distribution list pro users?
