Issue in adding data to template app

Hi ,

I am new to power bi

My requirement is below,

1) Create an app with power bi and share it to users who are outside my organisation as well

2) User will install the app in their workspace.

3) Users data with my site should be pushed to the dataset tables of the app (data should be pushed to the powerbi dataset whenever the user adds data to my site)

I am able to create dataset, records and dashboards using the power bi desktop. I am also able to create the template app and a test app. Using the test app url I am able to install it into another workspace. Now I am trying to push data to the dataset tables of the app installed in the new workspace. I am getting an error and it says the data set does not have a push access.

How to set push access to datasets created using power bi desktop and push data to tables dynamically.  If there is an alternate approach pls let me know
