Email is sent to external recipient when report is shared even "send email" option is unchecked

We have a report that we are sharing with external users. I click on the Share icon, enter the external email address in the "Gran access to" box, leave the "Include an optional message...." box blank and untick the "Allow recipients to share your report" and "Send email notification to recipients" options. However it still sends the user an email notifying them that a report has been shared with them.

 

Is this a bug?

That's frustrating. We ensure that the external users are in our tenant by other means and do not want the email going out ☹️.
