Downloading pbix file then republishing creates duplicate report

If you download the pbix file for a report from Power BI online where the Dataset name does not perfectly match the Report name, then republish that Report (with changes or not), the report doesn't use the existing dataset name, instead defaulting to a dataset name that is the report name, then publishes the dataset + report as a whole new report.  This makes trying to manage and work with datasets extremely onerous.  I would think expected behavior would be when a pbix file is downloaded, publishing it with the same report name would automatically recognize the existing dataset and overwrite it as well.

I got the information from PG,

 

"It’s by design.

Since you download the PBIX file it use the report name (the dataset name is ignored)
When you publish the downloaded PBIX file you use a name where the dataset does not exists (because it have been renamed)

A PBIX file is a dataset and one (or several) report attached to the file name, there is no way to distinguish the dataset inside the PBIX."
