Daylight savings time related bug in hour() or implicit time conversion?

During daylight savings time in the fall the day duration can exceed 24 hours.  When using hour on a text duration value of 24:59:59 (just happened when a user left themselves logged in) the hour() function failed with an error.  Either the hour() function or the implicit time value conversion does not appear to be taking a day lenght of over 24 hours into account during daylight savings time.
