Create new dataflow option missing

Hi All.  I'm looking at creating some new flows within my Premium capacity. 
The workload is enabled within the premium capacity however when I go to a new modern premium workspace, I do not have the crop down option to create a new flow. 

I'm an admin on both the Premium capacity and the workspace so not sure on why the option isn't avaliable. 

Our O365 admins say it's turned off in the tenant settings but I'm not sure if that also impacts Premium so I have also tested with embedded and enabled the workload.  This is also not showing the option to create a new flow. 

The setting the O365 admin checked can be found in the admin portal between tenant setting and template setting. 
Create and use dataflows

Users in the organization can create and use dataflows. 

Any ideas ?

Please go to Admin portal Tenant Settings and Capacity Settings, check if dataflow related features are enabled.
