Conditional Formatting disappeared

I no longer have th option to conditionally format a bar or column chart color. I want to change the Bar / Column Color, which was previously possible, but now it has disappeared. Note: I am using a stacked column chart with only one thing in the y-axis, still it is not there:

At about what point did you realize you couldn't use conditionally format features? Can you provide your sample for reference ?
