Cannot move a workspace to Premium or create a new workspace in Premium

I'm trying (for the 1st time) to 'upgrade' a PowerBI workspace to Premium (on free trial). I have setup the PowerBI resource and it is running and am getting this error when I try to save the change.

I have also tried assigning a new workspace to Premium during creation (instead of after the fact), and get similar results. Others on community.powerbi.com report similar results.
