Cannot Export to Power BI Desktop format

I was trying to download Power BI report from service, throws me this error. Any Solution for this

We couldn't export to .pbix format.

Same problem here.
I have admin permissions.
I can in some workspaces mostly download all files but this premium workspace in particular I can't.

And under "Tenant settings" is marked with the entire organization.

And the same does not fit the limitations.

What can it be?
