Button state not changing on hover or press

Hello,

I'm trying to use a button to create a Filter Pane. When I change the On hover or On press properties, nothing is changing in the report. The text color and fill colors are not changing even though I changed it. What could be going on?

Once I gave the buttons actions then everything started working. Seems odd but it now works.
