Bar Chart - Conditional formatting doesn't work

I tried conditionally formatting the values in the Y-Axis using rules (say a when the sum of a value is less than 50) but the values stayed the same. Manually changing the color did work though. I'm using Power BI Desktop Apr 2022 version.
