App/Workspace Theme Colors

Our users report they are experiencing an issue that when they initially enter content via an App or in a workspace they are present with the Power BI default color theme instead of our branded theme via the report theme json. When the content is refreshed or interacted with the colors then switch to the loaded theme. I can't necessarily reproduce this as it comes and goes with no apparent cause.

Any ideas on how to keep this from happening?
