Impossible to share a report or app inside organization with a premium by user licence

I need to share reports with the entire organization just for consultation (embeded in the intranet). In order to do that, I have subsribed a premium user licence. I have positioned the data environment inside the premium licence (with the little diamond near it). When I share it with a user (just share or embeded in the intranet), when the user try to access it, he has a message to subsribe to the power bi licence. I understood that with the premium by user licence, we can share reports or app with user and they don't neeed a pro licence....

I don't understand how to do it !!!

Ther is no real documentation on that.

So , you purchased a PPU license , right ?

PPU license is for users, not capacity. The license you mentioned is Premium license. Premium license is for capacity. When you publish content to Premium capacity, users who access your content have no license requirements. If your license is Pro or PPU , you put your content in shared capacity , the users who want to access your content also need Pro or PPU license . Notice : even if you purchase Premium license , if you want to create contents in Premium capacity , you first need a Pro license to create contents . I found a document about PPU license , you can refer to it .
