Cannot open jira billing reports

Everytime I try to open a billing report through jira I recieve the same error message.

DataSource.Error: Failed to find or load the registred Framework Data Provider.. This is a configuration issue with the file 'C:\Windows\Microsoft.NET\Framework64\v.4.0.30319\Config\machine.config'.

Are you using the JIRA template in Power BI Desktop? From the error message, it seems to be related to the .NET Framework. You can try to reinstall the .NET 4 to see if it helps.

BTW, do you receive the same error message when opening other PBIX files?

@v-haibl-msft No, I am not using the JIRA template. I am only using the software to look at reports. I have tried reinstalling all the .Net frameworks and nothing worked. Other reports do not open also they recieve the same error. Any PC I am using has this issue.
